The RRA works with property owners and developers to create housing opportunities in Rutland City, including administration of the Housing Working Group.

Current Housing Initiatives

Rutland City Market Rate Rental Loan

The Rutland City Market Rate Revolving Loan Fund is managed and administered by NeighborWorks of Western Vermont (NWWVT), in partnership with the City of Rutland.  The program offers loans up to $30,000 per unit for repairs needed to bring vacant rental units up to the minimum Vermont Rental Housing Health Code guidelines, with the expectation that property owners generally bring high quality repairs and rehabilitation to market rate units in
the City of Rutland.

Vacant Residential Tax Stabilization

The City of Rutland Offers vacant residential property tax stabilization to qualifying properties, on a project by project basis.  Applications are reviewed by the RRA and approved by the Rutland City Board of Aldermen.

Ad Hoc Housing Working Group

The Ad Hoc Housing Working Group was created in 2022 and is comprised of housing and community development professionals with the goal of providing more safe, accessible, and inclusive housing in Rutland City. To see the groups latest efforts, check out the meeting notes below.
