The RRA is operated by a staff of two and nine member Board of Commissioners, who implement duties outlined in the Rutland City Charter and contract between the City and RRA.

Staff
Barbara Spaulding, Director of Grants & Outreach
Barbara has worked for the RRA for nearly 30 years and is a Lead Mentor and Ambassador with the Mentor Connector. She successfully administers City of Rutland grants across all departments. Barbara and her husband also host the famous Bellevue Avenue Haunted House.
Ed Bove, Executive Director
Ed was hired as Executive Director in 2023 after serving as the Executive Director of the Rutland Regional Planning Commission for nine years. Before that he was the Director of the Shires Housing Trust in Bennington, Vermont. Ed is from and currently resides in Rutland with his two children.
Board of Commissioners
The dedicated RRA Board of Commissioners meets on the 2nd and 4th Tuesday of every month at 8AM in City Hall.
